Wikipedia thinks this is correct. Residency is 60 months immediately leading up to when you play, or 10 years of continuous residence, which doesn’t have to be immediately prior. It's not clear to me how this incident is different from the ones in the Ulster Munster game, England Japan game, Scotland SA game. All of those were reviewed at the time, led to reds and bans.
