I suspect you are right and they will try and brazen this one out. The Tories are shitting themselves more about what will come out of all the dodgy PPE contracts, dodgy TT&T deals, Brexit fiasco, etc all of which are an existential risk to the Tory Party and many ministers. They will do anything to avoid all this coming out and will dig deeper and deeper in order to protect their dosh. It will take time for them to find an exit strategy for themselves, although Rushi has his tickets to US or India in his top pocket already. Staff drinking alcohol is banned on most if not all hospital and school sites here in Scotland. Caught drinking at work is an instant dismissal offence.
