Every non scrum penalty in the 22 is a yellow card.
Attacking team too?

Not opposed to more yellow cards generally but no the current incentive in rugby is give up penalties when defending your 22. This removes that incentive.

It's a game for all shapes and sizes, remember?

Weight limits work at age grade levels but trying to enforce that at professional level would fuck the game. You start prescribing stuff like that and you end up with a monocultural mess of repeat pattern clone contests.
I was thinking more of a combined team weight so you could have a couple of bruisers but might have to get a couple of small wingers.

Exactly. You can have a Will Skelton-esque mutant somewhere up front, but you'll need a (relative) midget or two somewhere else to compensate. Maintains it as a game for all shapes and sizes if anything.

Boks save their biggest players for the pack and sometimes 12. Our back 3 are always smaller than other nations.

I reckon that's the most easily achievable way to transform the game and make it

i) more competitive

ii) more attractive
