Having engaged all 3 professionally, Liz & Phil (and I’m no rabid monarchist - she used to look at me like I’d popped me stinky toy out. Actually yes, you’re correct, it would have been a fourteen year old boy who was this “world leader” in that instance.

He’d have had power of veto over laws and as previously mentioned the armed forces and police would have sworn allegiance to him.

I have nothing against these people, and what happened to him and his brother was a tragedy that no child should have to go through, I know other who have suffered the same, it’s the office that is anachronistic, at best.
