My money would be on Rishi. I get the feeling that Gove knows a lot of dirty secrets and has seen a fair few skeletons in closets so is unlikely to be too far out of the magic circle for fear of what he might do if removed from a position of power, but is just hated by loads of people both in the Party and outside it so can never be The Man.
