It would be nice to have a bit of detail on that. I mean, the armed forces were heavily involved in running the testing for a while I think, and they are generally much more capable of going in and setting things up quickly (e.g. field hospitals). A Conservative MP has apologised after he was pictured on a train without a face covering by another passenger.
Danny Kruger, MP for Devizes, was pictured without a face covering on a train service running from Hungerford to Paddington on Friday.

Testing and tracing has very little or nothing to do with the spread or the transmission of the disease. The spread and the transmission of the disease is caused by contact between human beings and all the things that we are trying to minimise.
