I don't think he's been banned, but the Dutch rider, Willem van Schip, has also been fined 1,000 swiss frances (about £900) for his headbutt on Ollie Wood or 'improper conduct and behavior that endangers another rider (blow with the helmet)', as IOC call it. Personally I think overall number of medalists is a great metric for Olympic success, obviously only counting team sports winners once.
The more people going home with a shiny thing around their neck, the merrier. I would prioritise that over who won the most events.
