But government incompetence plays a big part too; this dicking about with tiers with last minute changes and communications pisses people off. And makes them feel like they need to take advantage of opportunities before tier changes, rather than taking the local spread seriously.
Another example is the Education minister picking a fight with a handul of local councils in London who are concerned about infection numbers and take lessons online the week before the Christmas holidays. But he can't give schools across the country sufficient time to plan for testing on schools.

Having a mass movement of younger people in cities to older people in towns and countrysides did not make sense. If you were sensibly planning Xmas and wanted everyone to get out and about schools should've shut 2 weeks prior and you have a lockdownlite. Otherwise it's just foolish.
