I like this idea best. Every 4 years have an open event with a capped financial element (to attract more competitors), but in-between, if you pass the financial threshold, you can compete for the Cup in the Defender's backyard...

I see an issue if, one year out from the main event, a challenger wins it and the host country loses the right to defend at home.

It's a common mistake, no worries. I just liked the irony of your error followed by you pointing out another. Small things.

I lived there for 28 years and actually had my Australian citizenship ceremony there, in the Town Hall... back in 92. Well before the current hoopla surrounding the event, I was sworn in by the Mayor and serenaded with a collection of Australian folk songs sung by Kiwi folk singer, John Hore... complete with massive Kiwi sticker on his guitar case clearly visible to everyone assembled. You have to love irony.
