We were discussing this yesterday. I'm not sure there is enough evidence to show it hasn't always (i.e. in our lifetimes) been that way. I recall many years ago a Met whistleblower telling how he and his colleagues had strict instructions not to patrol or intervene in any activities in public toilets around Westminster. Cynthia Payne? Harvey Proctor? Cyril Smith? Accusations against Fatboy Lawson which fell out of the Thatcher cover up which might have been Peter Morrison.
