Commonwealth games rules maybe apply? Seems quite open
ARTICLE 24
Eligibility
1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all competitors must be citizens or subjects of the Commonwealth Country that enters them and must:
(a) not be currently under disqualification or suspension by the Federation, or their respective Affiliated CGA or IF or under the World Anti Doping Code;
(b) comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed.
2. Subject to Article 24(3), where a competitor was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the competitor may initially represent either the competitor’s Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport.
3. After having represented one Commonwealth Country at the Commonwealth Games, a competitor may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the Affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games.
4. It is the the responsibility of all Affiliated CGAs to ensure that their competitors are fully aware of and comply with the eligibility rules of the Federation.
5. The Executive Board shall have the power to waive the provisions of Articles 24 (1-3) in its discretion.
Eligibility Policy Decision
The Minutes of the 2004 General Assembly record:”That in accordance with Article 25 (5)(Article 24(5) of the November 2007 applies), the Board considered applications from CGAs seeking dispensations for athletes to compete at both the Commonwealth Youth Games and the Commonwealth Games in Melbourne.
As a result of this, the Board felt it appropriate to adopt a specific policy applying to cases where a common passport existed insofar as residency is concerned i.e. that a Dispensation will be granted to any such athlete who has completed a period of 5 years continuous residency within the CGA territory immediately prior to the Games.
During the 2009 General Assembly CGA Workshop it was confirmed by John Eades, Operations Director, CGF, that this decision, whilst specific to Melbourne, still applies in relation to the Delhi Games.

Didn't realise that. He's played for Scotland for a couple of seasons now though hasn't he?

He doesn't seem to have represented England outside of youth sport and there was no mention of playing for USA (or Tonga at all) in a scotsman article.

EDIT: He does seem to have played for England 7s at a grand prix event. I assume as that's outside the world 7s series it's not "full cap"?

Really struggle to get into 7s tbh. Watching the marathon is a damning indictment of post-war urban development policy.

Yes, given we play NZ today we needed to win both games yesterday to realistically advance. NZ coming back to beat Samoa helps us but we needed a cricket score v Sri Lanka to overcome the points difference.

At this point Im cheering for Kenya to medal.

And are there two g’s in Bugger Off?

Hard to see past NZ, SA and Fiji in the medal places, Aus could upset that though they haven't been that impressive

I don't think 7s is as popular as we would all like to think it is. And people don't have as much money spare ans cocid is still a thing for some.

Cost of living, covid (for a small minority) and no afterglow of London 2012. We are living in very different times.

People travelled from all over the UK to get to Glasgow.

Nope. Represented England, qualified for the others.

He is only 22, he's not had time to play for 4 different countries before he became Scotland tied at 20.

He has actually gone Scotland U18, England, Scotland.

Decent enough crowd in today, though still some big spaces in the stands. Finals day was always much better attended than the pool rounds when I went to London 7s ( a very long time ago ).

Watching the lower ranked teams against each other some good skills on display despite the team tactics and decision making a long way below those of the best of course. Sri Lanka v Zambia was quite good to watch

Amazing semi-final in progress NZ v Fiji, firstly Fiji 14 - 0 down, come back with scores level Fiji should have nailed a winning score at the death of normal time but bungled it despite playing 7 against 5 after a couple of big calls from the ref. Goes into extra-time. Fiji score the try still against 5 from the kick-off!

I think the ref got the yellows right to be fair.
Couldn't hear the discussion but he had a long chat with the touch judges to make sure, certainly didn't rush straight into the pocket for the cards. Some refs may have bottled it.

Meanwhile Aus starting to look more dangerous than previously

Another very good semi-final, SA had to work for it but really impressed with Selwyn Davids who did so much to put SA in control for the end of the second half to keep Aus pinned in their own 22 for 3-4 minutes
