Its only for next season no? With a condensed time frame and uncertainty about travel I'm not too fussed.
Actually like the aspect about not playing anyone from P14

Yeah, one season only but it's unnecessarily complex. Eight groups of three would have been better.

Those groups could be wrapped up pretty quickly and easily. Teams have a better chance of progressing in a larger league which keeps teams and supporters interested.

There will be four rounds of pool matches, with no teams from the same league playing each other."
Am I missing something?
Just 4 rounds of pool play?

In theory you could win all four of your games and not qualify for the quarter finals.
