Of course there are funding constraints but the treasury announced over 16 billion extra for defence only last year, we’ve got 800 million being spent on a new research agency, 200 million being spent on a yacht.
So where there is the political will, the treasury can find the money from the back of the sofa, and there has to be that political will because we need a long-term plan for education, a proper funding settlement.”

As we reported yesterday, that grab has since been delayed by two months, supposedly to 1 September, though the date of the final day for opt-outs has not been given.
Yet it seems a day earlier on Monday, Hancock was unaware of the pending change in the GP data haul start date. While speaking in Parliament about the vital role evidence from patient data can play in medical research — a point few contend — Hancock made the bold claim that "the vast majority of people are strongly onside" with the General Practice Data for Planning and Research (GPDPR), taking the time to cite no evidence whatsoever.

The first contract, for £90,000, was below the threshold at which an open competitive tender is legally required. Internal emails disclosed for the legal action revealed that a Cabinet Office civil servant had described that work as “Tory party research agency tests Tory party narrative on public money”. Realistically nothing happens. Judicial review laws suppose the government is bothered about being in breach. Which this govt clearly are not.
