I think; while there are separate Federal Prisons; detention facilities are common. MCC is used so that people are close to the courts, or the Federal Investigators; but there's nothing stopping you being transferred to Rikers, to free up a cell in MCC.Manafort at one stage petitioned to be moved to Rikers from MCC; presumably because it was easier for visits.

If you're a multi-millionare, & used to the better things in life; I'd say the differences between Rikers, & MCC are just the differences between the levels in Dantes Hell.

She's the new; "first", arrest; so you'd think that she was arrested, because the Prosecutor figures that she'll be a path to information to indict other people, in return for a reduction in her own sentence.
