From the BBC report on the ban
A panel found the 31-year-old guilty of two acts of foul play and decided they merited four and three-week bans.

But it deemed it "disproportionate" for the bans to run consecutively.
He (Willemnse) disputed the first offence was worthy of a red, but the panel found otherwise, hence the four-week ban for that one - I actually thought the first was worse than the second.

How can the bunker system and the citing system come to two different conclusions?!?!

World Rugby has its head up its ass and needs to clearly define these processes so that its not left up to the personal whims of individuals to decide these matters!

The fact that they then have appeals of citing panels decisions becoming more prevalent just adds an additional layer of incompetence and embarrassment.

Tell you what, after all the bunker nonsense at the world cup, it was really nice watching club rugby again where we don't have to put up with it.
