A US resolution urging a ceasefire in Gaza linked to a hostage deal has been vetoed by Russia and China in the UN security council, extending a five-month impasse in the international body over the Israel-Hamas war.

Eleven council members voted for the resolution on Friday morning; Russia, China and Algeria voted against it and Guyana abstained. As permanent security council members the Russian and Chinese votes counted as vetoes.

Before the vote, the Russian envoy to the UN, Vasily Nebenzya, pointed out that the US had vetoed four earlier resolutions demanding a ceasefire since the war started on 7 October, and noted that the US resolution did not directly demand a ceasefire but rather described it as an “imperative”.

“To save the lives of the peaceful Palestinian civilians, this is not enough,” Nebenzya said. He added that any council member voting for the resolution “will cover yourselves in disgrace”.


After the vote, the US envoy, Linda Thomas-Greenfield, said Russia and China had opposed the resolution because they could not bring themselves to support the clauses in it condemning Hamas.

“The second reason behind this veto is not just cynical, it’s also petty,” Thomas-Greenfield said. “Russia and China simply did not want to vote for a resolution that was penned by the United States because they would rather see us fail than to see this council succeed.”

Another resolution has been drafted by elected members of the council with a direct demand for a ceasefire, but Thomas-Greenfield warned that the US would veto that text if it was presented for a vote, on the grounds that it did not support negotiations underway in Doha on a deal which would establish a ceasefire in return for Hamas freeing its hostages

Found Algeria's reasoning, according to them the wording does not protect Palestinian civilians.
Explaining his nation’s vote against the US resolution, the Algerian ambassador to the UN, Amar Bendjama, pointed to the absence of a direct demand for an immediate ceasefire.

“The text presented today does not convey a clear message of peace,” Bendjama told the council. “It is a laissez passer to continue killing the Palestinian civilians.”

Hard to see how an American proposed ceasefire is going to get over the line. Russia and China are not going to allow them that diplomatic win after the US opposed others. In fact I'm sure no-one wants the US to be able to come away from this looking like the good guys.

Awful that great power politics are causing further loss of Palestinian life. They really should abolish the veto as was recently suggested by Malaysia.

Head of agency says military authorities told UN that convoys will no longer be approved amid ‘man-made famine’

The United Nations agency for Palestinian refugees, Unrwa, said on Sunday that Israel had definitively barred it from making aid deliveries in northern Gaza, where the threat of famine is highest.

“Despite the tragedy unfolding under our watch, the Israeli Authorities informed the UN that they will no longer approve any @Unrwa food convoys to the north,” Philippe Lazzarini, the head of the agency, said on X.

“This is outrageous & makes it intentional to obstruct lifesaving assistance during a man made famine.”

Israel did not immediately respond on Sunday to AFP’s request for comment about Lazzarini’s statement. The Unrwa spokesperson, Juliette Touma, said the decision had been relayed in a meeting with Israeli military officials on Sunday. It followed two denials in writing for convoy deliveries to the north last week.

Got pretty annoyed with a Palestinian protest outside Barclays Bank on Princess Street on Saturday. A bunch of very aggressive students with megaphones trying to intimidate everyone going in to the branch. One ran up to an old lady of about 70 and screamed through the megaphone into her face, really upsetting her. A couple of police there did absolutely nothing, even after I went and had a word.

China's U.N. Ambassador Zhang Jun said Security Council resolutions are binding.

"For the millions of people in Gaza, who remain mired in an unprecedented humanitarian catastrophe, this resolution - if fully and effectively implemented - could still bring long awaited hope," he told the council.

Deputy U.N. spokesperson Farhan Haq said Security Council resolutions are international law, "so to that extent they are as binding as international law is."

However, ultimately if there is no ceasefire in Gaza, it is unlikely the Security Council will take any further action.
The resolution also demands the immediate and unconditional release of all hostages. Israel says Hamas took 253 hostages during its Oct. 7 attack.

"We believe it was important for the council to speak out and make clear that any ceasefire must come with the release of all hostages," Thomas-Greenfield told the council. "A ceasefire can begin immediately with the release of the first hostage and so we must put pressure on Hamas to do just that."

The resolution also "emphasizes the urgent need to expand the flow of humanitarian assistance to and reinforce the protection of civilians in the entire Gaza Strip and reiterates its demand for the lifting of all barriers to the provision of humanitarian assistance at scale."
Guterres urged Israel on Monday to lift all obstacles to aid into Gaza and allow convoys of the U.N. Palestinian refugee agency UNRWA into the north of the coastal enclave.

Famine is imminent and likely to occur by May in northern Gaza and could spread across the enclave by July, according to a U.N.-backed report by a global authority on food security released last week.

Displaced Palestinians in Rafah hoped a ceasefire would be implemented.

"We hope that this time there will be a ceasefire so that things will calm down and people can go back to their homes - enough bloodshed, destruction, martyrs, and death," Wafaa Al-Deais told Reuters as he made tea on a fire outside a tent.

The U.S. has vetoed three draft council resolutions on the war in Gaza. It has also previously abstained twice, allowing the council to adopt resolutions that aimed to boost aid to Gaza and called for extended pauses in fighting.

Russia and China have also vetoed two U.S. drafted resolutions on the conflict - in October and on Friday.
"This must be a turning point," an emotional Palestinian U.N. envoy Riyad Mansour told the Security Council after the vote on Monday. "This must lead to saving lives on the ground."

Interesting to see the Israelis admit that they are using collective punishment as a tool to achieve the release of hostages.
In an unusually strong rebuke, a statement from Israeli Prime Minister Benjamin Netanyahu's office said the US had "abandoned" its previous position which had directly linked a ceasefire to a hostage release.

"Regrettably, the United States did not veto the new resolution," it said.

The statement said this harmed efforts to release hostages by giving Hamas hope it could use international pressure on Israel to achieve a ceasefire without freeing the captives.
It's also incredible the extent to which they make demands of their main benefactor. Israel simply wouldn't exist without support from the US, yet they stomp their feet and act like they are the ones with the power in that relationship.

Where was the admission to using collective punishment?

Collective punishment is what Hamas propaganda is shouting from its megaphones whilst stealing aid and hiding behind civilians.

You're right, collective punishment is the wrong term for killing one set of people in order to put pressure on another set of people. the correct term is terrorism.
