I get the feeling that Gove knows a lot of dirty secrets and has seen a fair few skeletons in closets so is unlikely to be too far out of the magic circle for fear of what he might do if removed from a position of power, but is just hated by loads of people both in the Party and outside it so can never be The Man.

And of course the procedure the UK took and the rules applied are identical to the delayed EU ones.
