The Bulls and WP have developed by far the most PoCs via their youth structures the last decade.
The Sharks poach the senior lot from the Cheetahs, Kings, Pumas, Griquas and the WP old age homers. They dont have a team in the Varsity Cup which is nowadays the fabric of rugby players.
Thats why they need those investments.
I don't know.
Natal was never known for being a strong rugby playing province in the old days. Their forwards were too light and the backs tended to get what little ball they did get on the back foot. The Cinderella province, if you will.
I think there's still a tendency to think of KZN as not being a proper rugby playing province.
Which probably makes it worse when your province gets beaten by them.
