Someone had far too much time on their hands if they could come up with a design like this. Apparently it was used for study physical oceanography, studying the properties of the water column.

Often, studies like these improved the kill-chain for torpedoes and other submarine munitions.

The side-effect of learning about a region’s water column is greater understanding of the atmospheric-pelagic interactions of a given area to gain better understanding of climate change and regional weather models.
