Biden admins position has been that China is committing genocide against the Uyghurs. Given that they dismissed South Africa's accusations as without merit I would like to know what their criteria is given that they believe China guilty of genocide but not Israel.

Yes, its ridiculous. The Biden admin believes unequivocally that genocide IS occurring in China against the Uyghurs. Then takes the exact opposite stance in Israel in believing that it is absolutely NOT occurring.
