Either way, I think you need to bring the locals with you on the journey, and not just dump a load of blokes into a rural community without housing or jobs and expect everything to be hunky dory.

The country is at saturation point with regard to accommodation. The choice is put these guys up in a disused hotel complex or have them sleep on chairs or on the street. The men mostly don't want to be there either but the alternative is worse.
Not sure what you mean by 'without housing' though.
