Those 469 members are, mostly, old contributors from PR and newbies who fortunately decided to start posting after (presumably) lurking for a considerable period of time. I'd recommend some measures to get it search engine optimised. I tried to find it on my phone and no combination of "forum", "rugby", "planet", "not" would get a hit. In the end I had to type it in the address bar like it was the 90s.

The 2/5 scenario. 2 of the top 5 most prolific posters will hate each other. Unfortunate but necessary as this drives the conflict turbines. And if those conflict turbines seize up, your board is becalmed and dead in the water.

PR haven't attracted too many new members anyway. However as there would be new moderation rules more PR members would migrate.
